    您好！
    我在海外，出生地中国大同市。现居住国外，因无法回国，现在需要一份父母婚姻状况公证书。
    母亲已经在1992年去世，父亲也在2002年去世。我的兄妹都已搬迁到外地生活。过去的家已卖掉，
    故当年父母的结婚证也无法找到，目前只有一张盖有当地公安局公章的户籍本，上面记载着全家的详细关系及出生年月日。
    请问这种情况是否可以开出父母婚姻状态的公正书？如果可以，如何操作？
    顺便说一下，我委托亲属已经咨询国内的公证处，被告知”没有结婚证不能开出婚姻公证书”。
